Where are they from? : Wiltshire, England
Describe their past history : "Lucius was a Death Eater during Voldemort's first "reign of terror," however after the Dark Lord disappeared, Malfoy "came back saying he'd never meant any of it". Lucius revived his old allegiances when Voldemort rose to power once again. Lucius Malfoy used his position in the wizarding world to wield considerable power in the Ministry of Magic. When Fudge was minister, he acquiesced to Lucius, impressed with the "purity" of his wizarding blood and sizable sums of Galleons he donated.
His son Draco Malfoy was Harry Potter's archrival at Hogwarts. He remained staunchly against admitting non-pure-blood witches and wizards into Hogwarts and he used his influence (and money) to try to force changes there. He considered Dumbledore to be a very poor headmaster and even succeeded in getting him temporarily removed from that position.
He hatched a plan to interfere at Hogwarts by slipping an old diary of Lord Voldemort's into Ginny Weasley's school books. This indeed caused trouble when Tom Riddle, through the diary, used Ginny to open the Chamber of Secrets and unleash the Basilisk into the school, "petrifying" several students. However Harry saved Ginny and destroyed the diary, which turned out to be a Horcrux.
The Malfoys had a house-elf named Dobby who was "bound to serve one house and one family forever" until Harry tricked Lucius into releasing him. Dobby became a devoted and helpful friend to Harry after that.
After answering Voldemort's Dark Mark and retaking his place as a Death Eater on June 24, 1995, Lucius participated in the attack on Harry in the graveyard of Little Hangleton. That attack didn't go as planned but Harry wasn't believed. Lucius then resumed his privileged position with respect to the Ministry, especially influencing Fudge.
Lucius led the Death Eaters in the battle in the Department of Mysteries, but failed to obtain the prophecy. He was captured and was sent to Azkaban. His failure at the Department of Mysteries infuriated Voldemort, so the Dark Lord developed a plan to use Lucius' only son Draco to kill Dumbledore, assuming that Draco would be killed in the attempt. Harry believed that even though he was only sixteen, Draco was made a Death Eater to replace his father and he was correct.
After Dumbledore was killed, Voldemort’s influence grew and he released the Death Eaters from Azkaban, including Lucius Malfoy. However, Lucius was in disgrace and Voldemort made sure the other Death Eaters knew it by abusing and mocking them in meetings, demanding the use of Lucius's wand, and by forcing them to turn their sumptuous home, Malfoy Mansion, into the headquarters for the Death Eaters. Voldemort didn't seem to realize, however, that he could only push such proud, clannish people so far. When Voldemort forced Draco to torture other disgraced Death Eaters, Lucius -- and especially Narcissa -- began to silently rebel whenever they had the chance. So after Harry sacrificed himself in the forest and Voldemort demanded Narcissa tell him if Harry was in fact dead, she knelt down next to Harry and asked him if Draco was still alive. When Harry said that he was, she lied to Voldemort and affirmed that Harry was dead. Once back inside Hogwarts, Lucius, with his wife alongside, ran through the battles raging in the castle, calling for their son. Their only loyalty left was to their family, and in the end, they sat huddled together in the Great Hall, just glad to have survived.

The Second War left Lucius broken in spirit. The "hero" who was supposed to be the champion destined to return pure blood superiority turned out to be nothing more than a madman bent only on making as many people as possible suffer as greatly as possible. This man stole Lucius wand, conspired unsuccessfully to kill Lucius' son, made Lucius' home a war headquarters, and left Lucius despised sister-in-law in charge of his home. During the subsequent trials, Lucius refused to speak in his own defense unlike after the previous war; instead allowing his wife to speak on his behalf. This earned him a sentence in Azkaban of only five years, lighter than any other former Death Eater save his wife and son, who escaped punishment entirely.
While incarcerated, Lucius developed a deep hatred of his former "Dark Lord" and anything to do with him, playing in his mind over and over the myriad humiliations that madman had inflicted upon him. He came to believe that had Voldemort never returned, he would be much better off, along with the rest of the wizarding world. Before Voldemort's return, Lucius had been in a position of power and influence, with the ear not only of the Minister, but of the Council of Governors for Hogwarts. He had begun to slowly use that influence to change hearts and minds, patiently bringing the pure blood utopia he wanted to reality. That all came crashing down the night in the cemetery in Little Hangelton, a night Lucius came to view as the worst of his life. He avoided his fellow inmates whenever possible, withdrawing into himself to battle his own inner demons. When he was forced to speak with former Death Eaters, he showed them only contempt, and made many enemies out of his former friends.
Lucius was released after serving his sentence into Narcissa's care, who found him to be sullen and withdrawn, not anywhere near the tower of strength and nobility he used to be. In an effort to console her husband, Narcissa took him out to buy a wand to replace the one Voldemort had stolen all those years ago. It was an arduous process, and the wand that eventually chose him was on of hawthorn and Dragon heartstring, 9 3/4 inches long. This wand fought and backfired on him, despite being the only one that chose him.
Disappointed, the Malfoys headed back to their manor, which Draco had vacated months before. Lucius found that his son was travelling the world, spending his generous inheritance like it would never run out. Rather than angering Lucius, he took comfort in the fact that his son was happy. Further, even if Draco spent every sickle of his inheritance, the Malfoys had enough tucked away to still live a comfortable and wealthy lifestyle. This, combined with his wife's tender ministrations, slowly pulled him out of his despair. As his melancholy lifted, so too did his wand become more reliable and powerful, until Lucius took back up with practice in order to regain his lost skill.
Upon receiving news of Draco's upcoming marriage to Astoria Greengrass, a pairing Lucius heartily approved of, he and his wife held a celebration for just themselves. By this time, the wizarding world had started noticeably changing. Pure blood slowly became a mark of shame, rather than a badge of honor. Lucius began to find it more and more difficult to make inroads in rebuilding his former power and influence, and as a result he and Narcissa began withdrawing from the world. They began fortifying their manor both magically and physically, hedges replaced with stone walls, protective spells intensified, their home not only becoming both a fortress to keep overzealous vandals and Ministry officials out, but also serving to more and more isolate them and keep them in. By 2017, when Lucius' grandson Scorpius entered Hogwarts, no one but their son had seen or heard from them for almost a year.
More recently, when Draco landed his job as professor of Muggle Studies, Lucius and Narcissa wrote to say how proud they were of him, despite the irony. They turned towards each other, content in their isolation to let the rest of the world pass them by, and leave them in each other's arms.
That is, until rumors of a prophecy foretelling the return of the Dark Lord began to circulate. Lucius became unbalanced and angry, focusing on finding the source of the rumors, determining the authenticity and exact wording of the prophecy, and then stopping at nothing to prevent it form coming true. This has built into more than a mild obsession, and after years of allowing the world to all but forget him, Lucius is now emerging from his self imposed isolation to destroy anyone who would bring back the madman who ruined his life, by any means necessary.

Describe their personality : Lucius is still haughty and arrogant, but quite charming when he needs or wants something from someone. He maintains his composure and his grace at almost all times. The term that best describes him is "top hat evil".
What would be a stranger's first impression of them? : It would depend on if he needs something from them or not. If he needs something, a stranger will think him genteel, refined, and charming. If not, they will find him distant, arrogant, and haughty.
How would you, the writer, describe them? : He is mostly restrained madness. At his deepest level, Lucius is still broken. His entire world has unraveled, and this takes a great toll on a man. Despite this, his is mostly stable, but the madness within could potentially be unlocked by the right stimulus.
Any special magical abilities? :
Charms: Lucius is particularly adept with charms, especially those that modify the mind. He has used this ability to great effect in maintaining his influence and power when he had them.
Dueling: Lucius is a very accomplished duelist, having gained a great deal of practical experience during the First and Second wars.
Unforgivable Curses: Lucius is a master of the Imperius Curse, as an extension of his great ability with all forms of mind altering magic. He uses this curse with a subtly and grace no other wizard can match. He can use the Killing Curse, but will only do so as a necessity. Random killing simply for killing's sake is abhorrent to him. Lucius despises the Cruciatus Curse and those who use it, finding it both tacky and unnecessary. As a result, while he can cast the spell, it is not very effective for him.
Dark Magic: While he has not delved as deeply as his former master, Lucius is well versed in and has practiced many forms of Dark Magic. For him, it is more of a shiny toy that only he can play with than a calling. As a result, he is far more likely to use more conventional means than to immediately fall to using Dark Magic against his enemies.
Defense Against the Dark Arts: As a result of his study and practice of the dark arts, he is quite adept at defending himself against them.
Non-Verbal Magic: Lucius showed the ability to cast without speaking in multiple instances throughout the books.
Any special skills? :
Silver Tongue: Lucius is extremely persuasive when he needs to be. He talked himself out of any punishment for his crimes after the first war, and maintained Cornelius Fudge's ear through flattery.
Manipulation: Lucius is very adept in manipulating others to do as he wants them to do, even without magical encouragement.
Wealth: Despite his son eating up a lot of money over the past years, Lucius is still extremely wealthy, and is adept at putting that money to good use.
Love: Unlike his master, and despite his many flaws, Lucius deeply and genuinely loves his family. If he can be convinced that someone is a part of that family, he will go to the ends of the earth and back to make them happy, and to defend them. It is his one redeeming quality.

Roleplaying Sample: This is a sample from another game where I played a very different version of Lucius. Lucius had just kidnapped Ginny Weasly, and was placing her in hiding so she could not be found.
"Lucius landed in front of a cave in the middle of nowhere, his burden in tow. He had to stun her a few more times on the way, and he hoped his distraction had foiled any pursuit. Carrying his broom and levitating the large bag beside him, he slowly walked inside, following a course through the labarynth inside by memory. He soon came to a large chamber with a raised stone dias large enough for a person to sleep on.
He dismissed the conjured bag to reveal Ginny, tied and somewhat battered, but still stunned.
"I am not without compassion, Miss Weasley, I want you to know that. You must understand that this is nothing personal. Now, sleep."
A sickly green light leapt from Lucius' wand into Ginny, and she immediately relaxed into a deep sleep. Lucius wove a few more spells around her to keep her safe and protected from bugs and the elements while she slept, then levitated her onto the stone dias, placing her arms across her chest, folded. He then waved his wand again, and transmuted her costume into a simple, long, , very tasteful pure white dress.
"An ancient spell, Miss Weasley. I believe the Muggles even have a story about it. True Love's kiss is all that shall wake you now."
He cast several spells to reinforce the chamber, making sure it would not collapse. He then turned his attention to the tunnel that had lead him here, and collapsed it with a wave. There was dirt and dust, and the sounds of falling rocks for several minutes, but afterwards, the only way into the chamber was completely impassable.
"Now I am the only one who can come back here. DWEEB!!!"
With that shout, a very startled house elf appeared in front of Lucius.
"Dweeb, from this moment until I say otherwise, you may only leave this room or speak to come and inform me if this chamber is found by anyone other than myself. You are to tend to this girl, brush her hair, ensure she is kept clean and presentable at all times, and make sure her dress stays pristinely white."
The house elf nodded sullenly, and a brush appeared in her hand. She immediately went to Ginny, and started using it on her hair.
Satisfied, Lucius Apparated away, happy with his days work.
